On 14 September 2023, Arm Holdings, the British semiconductor design company owned by SoftBank Group, priced its initial public offering at USD 51 per share, raising approximately USD 4.87 billion. The offering was the largest IPO of 2023 and the biggest technology listing since Rivian in 2021.

The IPO valued Arm at approximately USD 54.5 billion. SoftBank retained a stake of approximately 90% in the company, selling only 95.5 million American depositary shares. The offering was oversubscribed, and the shares began trading on the Nasdaq on 14 September under the ticker symbol ARM.

Arm's return to public markets was significant beyond its own size. The IPO market had been largely dormant throughout 2022 and the first half of 2023, with companies deterred by elevated interest rates, reduced valuations, and market volatility. The successful pricing of the Arm offering was widely seen as a test of whether the IPO window was reopening.
